Karachi :<\/strong> Dr. Shamshad Akhtar<\/strong>, the first female governor of the State Bank of Pakistan (SBP)<\/strong>, passed away on Saturday<\/strong> due to cardiac arrest<\/strong>. Her untimely death has deeply saddened the nation, with numerous condolences pouring in from across the country. President Asif Ali Zardari<\/strong> expressed his sorrow, acknowledging the significant contribution Dr. Akhtar made to Pakistan’s economic and financial landscape<\/strong>.<\/p>\n

Dr. Akhtar made history when she became the first woman to hold the position of Governor of the SBP<\/strong> on January 2, 2006<\/strong>, serving a three-year term<\/strong>. She was the 14th individual to assume the role since the central bank’s inception in 1948<\/strong>, and she brought with her a wealth of experience in economic policy<\/strong>, financial sector reform<\/strong>, and international development<\/strong>.<\/p>\n

Before her tenure at the SBP, Dr. Akhtar had a remarkable career with the Asian Development Bank (ADB)<\/strong>, where she held senior roles, including Director General of the Southeast Asia Department<\/strong> from January 2004<\/strong>. Her tenure at the ADB saw her rise through the ranks, starting in 1990<\/strong> as a senior financial sector specialist<\/strong>, later becoming the manager in 1998<\/strong>. She played a vital role in coordinating the APEC Finance Ministers Group<\/strong> from 1998 to 2001<\/strong> and was involved in several committees that shaped the internal workings of the bank.<\/p>\n

Dr. Akhtar’s career at the ADB provided her extensive exposure to global financial forums<\/strong>, such as the Bank for International Settlements<\/strong> and the International Organisation of Securities Commissions (IOSCO)<\/strong>. Her expertise in Southeast Asia<\/strong>, Central Asia<\/strong>, and China<\/strong> was widely recognized, and she contributed to several high-level economic reforms and policies.<\/p>\n

Earlier in her career, Dr. Akhtar worked as an economist at the World Bank\u2019s Resident Mission in Pakistan<\/strong> for 10 years<\/strong>, as well as briefly serving in the planning offices<\/strong> of both the federal government<\/strong> and the Sindh provincial government<\/strong>. Her work covered key areas such as macroeconomic analysis<\/strong>, monetary and fiscal policy<\/strong>, finance<\/strong>, and structural reforms<\/strong> in essential sectors, including industry<\/strong> and agriculture<\/strong>.<\/p>\n

Dr. Akhtar\u2019s research was instrumental in shaping economic policy in Pakistan. She authored pivotal studies on taxation<\/strong>, intergovernmental fiscal relations<\/strong>, poverty<\/strong>, foreign investment<\/strong>, and the evolution of Pakistan’s banking sector<\/strong>. Her contributions also extended to the reform of Pakistan’s financial regulatory institutions<\/strong>, including the Securities and Exchange Commission<\/strong> and the Insurance Commission<\/strong>.<\/p>\n

Dr. Akhtar’s educational background was equally impressive. Born in Hyderabad<\/strong>, she completed her early education in Karachi<\/strong> and Islamabad<\/strong>. She earned a BA in Economics<\/strong> from the University of Punjab<\/strong> in 1974<\/strong>, an MSc in Economics<\/strong> from Quaid-e-Azam University<\/strong> in Islamabad<\/strong>, and a PhD in Economics<\/strong> from Paisley College of Technology<\/strong> in the UK<\/strong> in 1980<\/strong>. Dr. Akhtar also earned the prestigious Fulbright post-doctoral fellowship<\/strong> and was a visiting fellow at Harvard University\u2019s Department of Economics<\/strong> in 1987<\/strong>.<\/p>\n

Throughout her career, Dr. Akhtar presented her research at numerous international conferences<\/strong>, with her work focusing on monetary and fiscal policy<\/strong>, banking and capital markets<\/strong>, international financial architecture<\/strong>, regulation and supervision<\/strong>, and industrial and corporate restructuring<\/strong>. Her contributions left a profound impact not only on Pakistan’s financial system but also on the global economic community.<\/p>\n

Her untimely passing is a huge loss for the nation and the global financial community. Dr. Akhtar\u2019s legacy of knowledge and reform will continue to inspire future generations.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n
