ISLAMABAD: The Government of Pakistan has unveiled its ambitious National Electric Vehicle (NEV) Policy for 2025–30, signaling a transformative step toward clean mobility and sustainable industrial growth.
The policy aims to promote electric vehicles across the country by offering substantial subsidies and fostering local manufacturing.
Special Assistant to the Prime Minister (SAPM) Haroon Akhtar Khan introduced the policy, highlighting its alignment with Pakistan’s climate goals and economic reforms.
For the fiscal year 2025–26, the government has allocated Rs. 9 billion to support the adoption of over 116,000 electric bikes and more than 3,100 electric rickshaws through a fully digital subsidy platform.
A total subsidy pool exceeding Rs. 100 billion is planned, with a notable 25% of benefits reserved specifically for women, promoting inclusivity in the green transport revolution.
Boosting Local Manufacturing and Infrastructure
The NEV Policy strengthens local electric vehicle production by enforcing tariff protections and encouraging up to 90% localization in two- and three-wheelers.
To support the growing EV ecosystem, the policy includes a strategic infrastructure rollout starting with 40 charging stations along major motorways.
Additional measures include the introduction of battery swapping facilities, updates to building codes to accommodate EV technology, and incentives for private sector investment.
Furthermore, the policy introduces a NEV Adoption Levy on internal combustion engine (ICE) vehicles, creating a sustainable funding model to accelerate the shift to cleaner transport options.

By combining subsidy support, manufacturing incentives, and infrastructure development, the policy envisions a major reduction in emissions and energy dependency.
This initiative reflects Pakistan’s commitment to global climate targets and economic modernization, positioning the country as a regional leader in clean mobility.
