ISLAMABAD: China has announced that all major hospitals across the country must offer epidural anaesthesia during childbirth by the end of 2025, a major step aimed at improving maternal care and boosting the country’s declining birth rate.
This nationwide policy was revealed by the National Health Commission (NHC) as part of broader efforts to create a more “friendly childbearing environment” for women in the world’s second-largest economy.
The decision comes as China faces a critical population challenge, with birth rates falling for the third consecutive year in 2024.
Mandatory Pain Relief to Ease Childbirth Fears
Tertiary-level hospitals—those with over 500 beds—are required to provide epidural services by the end of 2025.
Secondary hospitals, with at least 100 beds, must follow suit by 2027.
Currently, only 30% of pregnant women in China receive epidural anaesthesia, a stark contrast to developed nations where usage rates exceed 70%.
In countries like France, more than 80% of women opt for epidurals during delivery, while in the U.S. and Canada, the figure stands above 67%.
According to the World Health Organization, epidurals are safe and recommended for healthy women seeking pain relief during childbirth.
The NHC emphasized that the new policy will enhance patient comfort and safety while helping to create a more supportive environment for starting families.
Tackling China’s Demographic Decline
In addition to mandating epidural access, several provinces in China have begun including childbirth-related anaesthesia in public health insurance plans to reduce financial barriers.
Authorities are also offering new incentives, such as extending maternity leave up to 150 days and marriage leave up to 25 days in some regions like Sichuan.
Experts note that high childcare expenses, job insecurity, and a slowing economy are key reasons why many young Chinese are avoiding marriage and parenthood.
The Chinese government hopes that easing childbirth experiences will be a significant factor in reversing the country’s population decline.
